Whenever there is a new money-making venture it does not take too long before the criminal fraternity moves in. It is particularly pertinent in difficult economic times when even more people will be drawn into get-rich-quick schemes.
There has to be very careful consideration to ensure that these schemes comply with current legislation. Many have been well planned. I am convinced, however, that if this becomes an established way to dispose of a property and a trend develops, there is a greater likelihood that some fraudsters will see this as a way to start a new consumer scam.
There have been similar schemes in the past but they were fairly isolated and did not receive much publicity. Now they appear to be gaining momentum, and these days, with easy access to the internet and communication by e-mail, it is even easier for the fraudsters to reach out to people.
The Gambling Commission should clearly examine these schemes and ensure that it is satisfied with this type of competition. That is only fair to the sellers and to those that are taking part.
Many people will rightly question what protection there is for the consumer who has paid the ticket price for the chance to win a new house. There needs to be clear and defined safeguards for them in place.
I believe it is vital that these schemes are covered by careful checks and conditions laid down in regulation. They also need to be carefully and properly policed. How else is a consumer to distinguish between a lawful offer and a new criminal racket?
