Britain’s drug wholesalers are threatening to launch a last-ditch legal action this week to block a deal between Alliance Boots and Pfizer that they say will restrict competition in the UK pharmaceutical industry.
Pfizer, the world’s biggest drugs company, is about to cease all supplies of its medicines to other UK wholesalers after signing an exclusive distribution deal last year with UniChem, the wholesaling arm of Alliance Boots.
Starting next Monday, UniChem will become the sole supplier of all the American company’s drugs, which represent 15 per cent of the total, to every chemist, hospital and dispensing doctor in the UK.
The deal has provoked anger among MPs who are concerned about the impact that limiting the number of UK suppliers of prescription medicines will have on prices and patient safety. The Office of Fair Trading (OFT) is concerned about the proposal’s impact on competition and is due to announce this week whether it will freeze the arrangements pending a full investigation.
The British Association of Pharmaceutical Wholesalers (BAPW) last night said that if the OFT fails to act this week, it will bring a legal action to the Competition Appeal Tribunal to prevent Pfizer from stopping deliveries to its members.
Martin Sawer, executive director of the BAPW, said: “We are concerned about the effect these proposals will have on the UK medicines supply chain and on its robustness in times of crisis.”
Last week, John Fingelton, the chief executive of the OFT, told The Times: “We are aware of a lot of public concerns and we are gathering evidence.”
Pfizer claims that the UniChem supply deal will help to prevent counterfeit medicines from entering the UK supply chain.
If it proceeds, the deal looks set to pave the way for a major shake-up in the way prescription medicines reach patients in the UK.
Other drug companies including AstraZeneca and Eli Lilly are thought to be considering similar steps that will give them much tighter control of the supply chain at the expense of pharmaceutical wholesalers.
Pfizer, which is seeking to reduce costs in the face of the expiry of patents on some of its top-selling drugs, has said that it is considering rolling out similar exclusive distribution deals across Europe.

The reason why so many people were upset about this move was because most felt the backhanders from one of the big players would cease.

As a director of a pharmacy company who has been trying in vain to even set up accounts for our stores with Unichem, I have to admit that I am extremely concerned about the prospect of dealing with only one wholesaler with no opportunity to move to a competitor if service standards are poor.
The changeover is due to happen on Monday. It is now Friday and only two of our ten branches have been allocated account numbers despite our proactive approach in contacting Unichem and 'conistently pestering' them to set up our accounts.
The two branches who have been sent numbers still have absolutely no idea of the delivery schedules or cut-off times for obtaining Pfizer product.
All in all...very disappointing. Let's hope that the high court rules in favour of the BAPW which if nothing else will allow Unichem to get their own house in order!

sir/ madam, I have 15 years of experience within the Pharma industry. I support Pfizer's cost cutting move, which might be followed by several drug development companies. These companies are under severe pressure to reduce cost, primarily due to the "generic prescribing" wave started by the NHS to save their cost. In this process, the NHS is mass switching patients from branded to generics. this not only kills innovation(by not supporting new molecules) but also has this type of ripple effect. The Pharma companies need to recoup their staggering cost of research (some $500 million, and around 10 years to bring out a new drug) through some means. Either the govt should encourage superior (where applicable) branded drugs or support other cost saving moves by the companies. It is strange to know that the NHS spends only 7% of its budget on drugs! Will the Doctors/ employees take a pay cut to save the NHS?

I propose that Mr Luciola's address,which is in close proximity to AstraZeneca, may be the reason for his unsubstatiated opinion.
The actions of Pfizer and any subsequent Pharma Companies are a meerly a cost saving excercise and a attempt to protect US quotas.
These actions will ultimately cost the NHS more as a direct result of discount scheme changes and patients will suffer as a result of worse supply arrangements.
I fully support the BAPW.
