ROYAL BANK OF SCOTLAND, the country’s biggest lender to small businesses, will today try to head off government charges that banks are starving small and medium-sized enterprises (SMEs) of finance by launching an aggressive plan to bolster lending to the sector.
The three-pronged scheme comes a day before Alistair Darling is expected to unveil in his pre-budget report a radical, multi-billion-pound package of measures to prop up SMEs, which make up half the UK economy.
Under the plan, RBS will make a “price promise” not to increase rates on overdraft facilities for small business. It will also pledge not to withdraw existing facilities for 12 months from December 1.
In addition, the bank will deploy 500 local-relationship managers around the country who specialise in helping businesses manage with difficult conditions.

We may own 60% of RBS, but we're getting 12% interest on that - where else are you going to get that kind of return? This could be one of the best investments the government has ever made.
Dave, Southampton, England
Firstly, you have misunderstood the article - it's nothing to do with bank charges. Secondly, bank charges have not been deemed illegal in court. Thirdly, if you keep your account within the agreed limits you will not incur any bank charges, ever!

500 local-relationship managers for businesses! Why does the RBS think it is capable of giving advice to anyone. They want to help customers get the best rates for their money. What money do we have left? Their shares are almost worthless and yet they still have the arrogance to offer advice.
Alice, Edinburgh,
Are these the same charges that where deemed illegal in court and the banks are now appealing against? I went overdrawn with RBS by £56.22 and got charged £25 refused direct debit fee AND £60 referal fee. Not bad when I own 60% of the bank.
