THE cost of family cars is set to rise under plans for a new “showroom tax” to be unveiled in this week’s budget.
Alistair Darling is planning a series of green taxes designed to force consumers to become more environmentally friendly. The centrepiece of the chancellor’s first budget is expected to be a levy on new cars, which could put £2,000 on the price of the largest “gas guzzlers”.
However, it will hit also families buying saloons, estates and people carriers. “People don’t take much account of the cost of car tax and fuel when buying a car, it is the price sticker in the showroom that makes the difference,” said a senior Treasury official.
Darling is also expected to announce: Above-inflation duty increases on beers, wines and spirits; Increased taxation on air travel; A partial climbdown on the taxation of “nondoms”; And an extra winter fuel allowance for the overseventies paid for by the energy companies.
The chancellor was last night agonising over whether to press ahead with a 2p a litre rise in the cost of petrol – despite fuel prices recently hitting a record. Insiders claim he may yet be persuaded to delay the increase but is anxious to avoid accusations of hypocrisy by endorsing an ostensibly antienvironmental move.
The showroom tax is designed to boost the market for less polluting “hybrid” cars, such the Toyota Prius. It comes after measures such as offering cuts in annual road tax to green cars failed to change buying habits.
The new tax is expected to be based on the seven bands used to determine car tax. It will mean that Band A and B cars such as the Prius and Smart car will become relatively cheaper to buy. The cost of cars in the highest band G such as Range Rovers, Jaguars and Porsches, would attract the heaviest tax.
However, the price of many family cars will also rise. The petrol versions of the Vauxhall Vectra and Ford Mondeo lie in the above average band E and the Renault Espace is in G.
The chancellor, in his Wednesday budget speech, is expected to lay out a vision of all motorists driving environmentally friendly electric or hydrogen-powered cars by 2050.
He has been influenced by a report by Julia King to be published on Wednesday which will call for “urgent” measures to change consumer behaviour. “Technology achieves nothing if it is not adopted,” the report, commissioned by Gordon Brown, will conclude.
Duty on beer, wines and spirits will increase by more than the rate of inflation. Darling is also considering an alcohol “accelerator”, signalling that drink taxation will continue to rise in real terms.
The Treasury has in the past resisted tax rises believing that putting up the price of drink would simply encourage cross-border smuggling.
However, pressure from the health lobby, worries over binge drinking and the need for extra taxes to close the growing budget deficit have prompted a change of heart.
Darling has rejected Conservative plans for “smart” taxes which would target alcopops and super-strength lagers, arguing it would be an “unworkable gimmick”.
“If you are going to raise duty you have to do it across the board. By targeting specific types of drinks, you will just cause people to switch to other cheaper varieties,” said a Whitehall source.
The cost of foreign holidays is also expected to rise as Darling announces heavier taxes on the aviation industry. The current air passenger duty will be scrapped for a tax on entire journeys.
The new system is designed to discourage carriers from allowing half empty flights. However, an internal Treasury report says the new tax will also ensure “the industry makes a greater contribution towards its environmental costs”. Industry insiders believe the change could mean a family of four paying £100 more for a return trip to Spain.
Darling, reacting to criticism over plans to charge so-called “nondoms” - people domiciled abroad to avoid tax - a £30,000 annual levy, will also announce a series of concessions.

I bet most people on this board havent even been on a bus in their lives. These green measures are a start, but they dont go far enough. Its still nice to see some climate change deniers here aswell. They probably will still be denying it when their house is under 10ft of water through flooding. Also, even Cameron is pretending to be 'green', so 'green' taxes are here to stay sorry folks. as the owner of a car with a cc rating of 898 cc I would like to know how to tax this vehicl for the rate it was stated in the last budget IE £40,00 for the year I tried to tax this car and was told I could not do so as it was regestered as private light good,,
I contacted the tax department at swansea and was told I could not change the taxation class, so this is one big con again disgruntled driver of over 40 years ,

Has everyone forgotten that we are already taxed VAT for a new car.Even if you are registerd for VAT they make sure you can't get it back with all the rules but most of the general public can't anyway. Not the first time I have seen tax upon tax.

Shrink your government and quit spending so much. Move decisions, taxation, and spending decisions to as locval a level as possible. All the nat'l gov't should do is defense, regulate exports, imports, maintain postal services, and enforce laws, and even that should be more localized. Everything else should be done regionally or locally with monies collected at the level. Get out of peoples' way and watch your economy take off.

Darling has two choices. Increase taxes or sack public sector workers.
He is in a no win situation.
If he reduces public sector workers, this will create unemployment and mean he will have to pay unemployment benefits and these people would not be able to buy goods of private sector companies creating unemployment of private sector workers.
Putting up taxes means that people will have less consumable income, meaning they can afford to pay less for goods from private sector workers which means unemployment of private sector workers.
The conclusion is that unemployment is inevitable. This will result in arrears in mortages resulting in repossessions resulting in house price falls resulting in negative equity resulting in people deciding to go for personal bankruptcy and round we go again.

I would not be surprised if VAT was put up from 17.5% to 19% with the justification/excuse that Germany is 20%, France 19%, Italy 20% etc etc. It would theoretically not effect basic living costs; mortgage payments, rent, food, council tax which are all exempt.
Lots of taxes can come in on the above and then he will lower the basic rate of tax on the grounds of help the middle class.

Fine tax the person who's buying the car brand new, £2,000 will make very little difference (Particularly, as is the case so often, when the car is being bought on finance - perhaps a few pounds extra a month over a 3-5 year term).
But really forget being "antienvironmental", the really losers will be the common man who needs his car to get to work and earn a few pennies.
I'd probably also think that politically speaking it would be wise to delay/cancel any plans to increase fuel duty - Labour need all the help they can get in that sense, right now.

What will a higher tax on new cars achieve? As could be seen in some Scandinavian countries, this will result in people keeping older - more polluting - cars for longer, as could be seen in countries such as Finland.

I have observed labour with total dismay over the past five years. When the conservatives were in power I supported labour and canvassed for labour. I also had the only 'vote labour' billboard in a street of conservative billboards.
I attended the Times Lectures to see and hear Tony Blair utter the words 'Education, Education, Education', (I bought his book, he even signed it) only to find university fees established, heavy taxation on peoples basic mode of transport, chaos with binge drinking on the streets of the UK and heavy taxation on the one piece of relieve that most people have in the year, an annual holiday. This when Tony Blair regularly sunned himself abroad with his family.
This latest 'showroom' tax is a total disgrace. Time to wake up Britain and make your opinions known through the vote at the next general election. I moved overseas for a better life (which it is) but if I was still living in the UK, Cameron would get my vote in the blink of an eye.

I view a part of an aspirational society as one where anyone who works hard can aspire to own a nice car. Well not under Labour, or Livingstone for that matter, you will now have to be the absolute super elite wealthy to own a nice car in the UK. New Car Sales are already down by about 5% compared to last year and it is almost always the Motor Trade that sees the start of any recession. Put extra taxes on new cars and you can guarantee that we will be in a recession by the end of this year. Only last week, Brown said that inflation was under control at 2%. This man is insulting every individual in the U.K. Diesel is up 20% on last year, Council Tax up an extra 4 - 5%, Utility Bills up 15%, Bread, Butter and BAsisc all up by 10%. I have a four wheel drive vehicle because I have to. I live up on the Yorkshire wolds and in the winter it's the only vehicle that gets me home. I had a normal car before and ended up walking a mile home in a snow blizzard. Hence the 4X4.

Really can't stand Labour anymore. They have done some good things but this is becoming a joke. Taxation on alcohol and cigarrettes are ok because that is a life choice but many people are forced to drive due to the fact you cant get a bus from places out in the countryside. Fuel duty needs to be cut.
And a Show Room tax? The Government gets over 45£bill in tax already from motorists what does it need more money for unless this is to cut fuel duty? Poorer families with cars probably spend more money on fuel that middle affluent ones as they can't afford modern more economical cars. A 330d BMW engine is going to be far mroe economical than a 2.0petrol mondeo from 5+years ago.

We should all get together and just for one day leave our cars at home tell our bosses we will be late for work as we are using public transport on this day.Can you imagine the damage to industry this would cause.We dont have enough buses-trains or trams to cope.Long gone are the days when we walked to the local Factory-mill or pit.A lot of goods are moved through the night now and its not unknow to have a four or five mile tail back due to road works or an accident in the night.And due to more goods being sent at night there are more people working shifts I for one could not get a bus home at 2-3 or 4 oclock as they dont start running until 5.But what the hell lets pay more tax and see nothing in return.Put the cost of fuel up in the name of being green pay more taxes on beer it will stop us binge drinking.I have just had a brilliant idea I will open a homebrew shop and a fish and chips shop I can live above them and have cheap beer and run a diesel on the used oil.

There are no stealth taxes. We all can see how over taxed we are. What we cant see is any benefit from all this taxation. Everything is working out fine for the super rich because they can afford more or less anything they want. The rest of us are getting taxed into meritocratic life styles. It is time politicians were paid the average salary so they get in touch with economics that the rest of us have. Maybe if officials were driving around in Smart cars the lies they tell about their commitment to green issues wouldn't sound so hollow. Public transport should be extended and made free to encourage its use. In the end we all pay taxes and all need a transport system. A free and adequate public transport system should be a social issue, just like street lighting. Too many of our essential infrastructure services are being destroyed and milked for profit by merciless and greedy high flyers aided by a government with no social conscience.

My council (hounslow) doesn't recycle plastic. The UK's total CO2 emmissions make up a fraction of what the developing world adds each month and we don't make any attempt to implement the simplest measure that directly impacts our local environment -- what we put in our landfills.
Transportation is a disaster - trains now running as slow or slower than in the 1910s and the most expensive in Europe, as well.

This is NOT a labout government - sometime in the late 80's/early 90's the right of centre infiltrated the labour party and stole the party. Blair and all the other New Labour were never ever socialists - more opportunists.
The result is we now have a more American style of parties where the differences are small (both the major UK parties are right of centre) and thus many people feel disenfranchised and don't bother voting.
The rich and powerful lost some of their power during the last century with the rise of democratic universal suffrage and better education and living standards. By putting more taxes on luxury cars whilst making it easier for non-doms to avoid paying tax the government is cementing its elitist credentials. They are widening the gap between the rich and the average man in the street, making it harder to aspire to the luxury cars that many people would like to own. The rich won't worry about these taxes. Why does this government not simply take all of our earnings and then reward those of us who work with pocket money? It could also arrange delivery of our groceries (organic, minus packaging) along with our weekly ration of alcohol. For those of us who live and work in rural areas can we a) have a transport service and b) one that will actually get us to work on time? As far as I can see most people in this county are taxed heavily for driving to work but there is often no other option (and I car share).

It is appalling that this government thinks every budget is about raising tax levels yet again. The average British middle class person like myself is already groaning under the burden of taxation. There must surely be a limit or ceiling beyond which a government should not tax its people? Other than Maastricht, the government of John Major was miles better than this lot.

Wake up and smell the humous people, there is no deed, event ,act, or activity that does not generate tax, either directly or indirectly, even picking your nose is an "tax generating " activity, unless of course you don't use a tissue. Why is anybody remotely suprised by these 'revelations', NuLabour will continue to use the 'green-label' in order to justify increased taxes, implement unwelcome 'eco' schemes, and impose fines for those who do not comply (more money for the trough). Whilst instead of tackling law and order issues, such as speeding, public drunkeness, public disorder etc, with increased policing, preferably of the real variety, they aim to use increased tax on alcohol to reduce drinking, more speed-cameras and fines! This government does not want to reduce 'green' or real crime, after-all if people stopped drinking, recycling, speeding or, god forbid driving altogether, where would the government get the money to pay their expenses!

The budget is yet more of the same. If government were to look at its unnecessary size, if it were to stop over-regulating, if it properly incentivised and not penalised at each step then the tax burden could be reduced.And we would willingly be doing our bit for a green tomorrow.
The new tax on air travel will just give people another incentive to start a journey by air outside of the UK thus causing loss to the travel industry in the UK. Inbound passengers will also think of an alternative point of entry to avoid the charges on the return leg.
New thinking is clearly required but will not happen.

I do hope that this report is correct. There's something about popping down to the local filling station in me car and filling the bugger up with heavily laden tax sodden fuel and seeing the other tax (VAT) loaded on top, before nipping into the supermarket to buy a bottle of supertaxed red wine (if there's any left after the local underaged youths have denuded the shelves of their favourite red) I can drift off later that night into a self congratulatory inebriated state, thinking that in some small way I am helping Mr Darling and Mr Brown save the planet by contributing to their wonderful green fund. King Canute must be applauding them in his grave like some sort of demented seal. Thank you Mr Brown and Mr Darling for helping me to contribute in this fashion.

It would be a refreshing change if the taxation on cars and their use took the location into account. Those with families, in remote rural areas and the islands where the option of public transport is very limited, have little choice in the type of car we purchase - or is AD agaist families living in the countryside? If that were not bad enough we already pay extra tax on our motoring to the tune of £1.26p per litre for diesel and now recent huge increases inheating oil prices to £0.50p per litre without the option of mains gas as an alternative.

So called green taxes are not only a con, but they do the reverse of that which they are supposed to.
The more money collected by government, the more they spend and the more oil is burnt. Everything we do has an oil cost somewhere and it is immature to think that taking money from the private sector to burn in the public is going to help.
If what you want is less fuel use for the country as a whole, you either have to have lower standards of living, fewer people or a new source of energy.
This government has allowed massive immigration into the country whilst at the same time cutting funding into research. You cannot get worse.

Here is an idea, why not reduce the 40% car tax plus 17.5% VAT on eco friendly vehicles so that we can afford to buy them.
Could Alistair Darling just give me the Government's bank account details and I will arrange for everything I earn to go straight into their account. I leaving this country before the new tax on flights is introduced, and could that last person to leave Britain please switch the lights off (have to be environmentally friendly after all).

It's absurd all this extra tax on cars and petrol as in the UK there is a little public transport alternative. If the money was pumped into giving all large towns and cities a reasonable tram network which could then lead to a long term reduction in car use then fair enough but instead the taxes will probably just goto help keep dictators in Africa afloat and to the corrupt EU.
