Theft by shop workers is a serious problem and probably accounts for half of all shrinkage. But retailers are entering a minefield with their plans to create a database of dishonest employees. Employers would need to be absolutely sure of their facts before putting anyone on such a blacklist - one likely to blacken reputations and destroy careers.

At the very least, there would need to be safeguards to protect those falsely accused. Bad apples could just as effectively be kept out of the industry by better use of references. Employers firing staff need to write truthful references about them; employers hiring staff need to check references properly.
