BRITAIN
The government is spending £37 billion to take a 60% stake in Royal Bank of
Scotland and 43% of a combined HBOS and Lloyds TSB. Gordon Brown is cutting
executive bonuses and blocking the payment of dividends.
AUSTRALIA
Australian prime minister Kevin Rudd unveiled a £4.1 billion package including
guarantees on bank deposits for three years. The government also announced a
one-off, preChristmas payment to pensioners and families totalling £3.5
billion, and gave grants to first-time homebuyers.
FRANCE
French President Nicolas Sarkozy said the government will guarantee interbank
lending to the tune of £249 billion and create a £31 billion fund to take
stakes in companies. He wants banks to raise Tier 1 capital ratios to 9%.
GERMANY
Pledged to issue £311 billion in credit guarantees for interbank lending and
£78 billion to inject capital into banks and buy illiquid assets.
ICELAND
Prime minister Geir Haarde warned of “national bankruptcy” as the government
took control of Iceland’s top banks. It is negotiating a £3.1 billion loan
from Russia and has slashed a key interest rate from 15.5% to 12%. The
International Monetary Fund may also lend it money.
SINGAPORE
The City state announced £58 billion to guarantee all bank deposits until
2010, following similar measures in Malaysia and elsewhere in Asia.
SWITZERLAND
The state will fund a £35 billion “bad bank” to take on most of the toxic
assets of UBS, its largest bank. It is also injecting £3 billion in a
recapitalisation that will give it a 9.3% stake. Rival Credit Suisse turned
to investors including the Qatar Investment Authority to raise £5 billion.
UKRAINE
The International Monetary Fund is considering an £8 billion special loan to
stabilise Ukraine’s financial system. The European Central Bank has extended
a £4 billion credit line to Hungary to cover the shortage of euros at the
country’s banks.
UNITED ARAB EMIRATES
Made £19 billion available for local banks to tackle liquidity problems.
Another emirate, Qatar, launched a £3 billion fund to buy banking shares.
UNITED STATES
A £405 billion bailout has been approved by Congress. Within that, Treasury
secretary Hank Paulson has earmarked £145 billion to buy banking stock; £72
billion of that has already been spent on the nine largest banks. Some £58
billion will be used to buy toxic assets.
